Man, 49, charged with throwing rocks at moving vehicles in St. Catharines – again

A 49-year-old man is accused of throwing rocks at moving vehicles in St. Catharines last month – and it’s not the first time he’s faces such allegations.

Ontario Provincial Police say the latest two incidents allegedly occurred near Hwy. 406 and Glendale Ave. on Sept. 18.

As a result of the investigation, Ammar Al-Zubaidi was arrested on Tuesday.

The St. Catharines man is charged with two counts of mischief endangering life and one count of breach of recognizance.

The accused remains in custody and is scheduled to appear before the Ontario Court of Justice in St Catharines on Wednesday.

This is the second time he’s faced such charges.

Between June and August 2025, the OPP’s Niagara detachment received multiple reports of rocks being deliberately thrown at moving vehicles from the side of the road or from overpasses.

Incidents were reported on Hwy. 406, between Westchester Ave. and Fourth Ave., in St Catharines; on the QEW near Mountain Rd, in Niagara Falls, and on Hwy. 58 near Pine St, in Thorold.

Nine prior counts of mischief endangering life

The accused was previously arrested and charged in September 2025 with nine counts of mischief endangering life .

The latest investigation is being conducted by the Niagara OPP, with the assistance of the OPP Highway Safety Division Crime Unit, in coordination with Niagara Regional Police.
