911 service restored after brief outage in Toronto, GTA, Ontario and elsewhere in Canada

Bell is investigating a 9-1-1 outage that affected calls in the GTA, Ontario and elsewhere in Canada early Thursday morning.

The company responsible for the service in some jurisdictions said the issue was first detected shortly before 3:15 a.m.

“Earlier this morning, Bell experienced an issue with its core next generation (NG) 9-1-1 network at approximately 3:13 a.m. ET and service was restored at 4:40 a.m. ET,” said a Bell spokesperson to the Sun .

“The vast majority of calls coming from Bell customers were immediately picked up by the “SafetyNet” system and rerouted to the destination Public Safety Answering Points (PSAPs). We continue to investigate the root cause of the issue.”

Police services in Toronto, Peel, York, Niagara, and Durham all noted outages overnight, as did the OPP and other provinces including Manitoba, Quebec and Nova Scotia.

“Our 9–1-1 Emergency Line is not able to receive calls at this time,” wrote TPS Police Operations on its X account.

Feedback to the situation ranged from ‘crazy’ to ‘bad’

Needless to say people were not impressed on X responding to the initial outage announced by Toronto Police.

Wrote @wsgadIibs: “Is this not crazy?? i didn’t even know this was possible.”

@MrManXRP added: “(T)He world is moving digital and its inhabitants are asleep at the wheel. 911 digital infrastructure upgrades complete March 2027.”

Added: @905Audits: “It is bad when you can’t even call 9-1-1!” Yikes I hope it gets resolved.”

Later on Thursday morning, once service was restored, Toronto Police said in a statement.

“The outage originated with the 9-1-1 service provider and was not related to Toronto Police Service technology. We are currently awaiting an official root cause analysis from Bell to determine the source of the disruption. Our 911 Communications Centre was able to utilize RapidSOS, which provides a separate, redundant pathway for delivering critical 9-1-1 information, even when the primary 9-1-1 network is unavailable,” said Toronto Police. “This allowed TPS to maintain visibility of wireless 9-1-1 callers throughout the outage. Every wireless call received through the system was called back, assessed, and triaged to the appropriate emergency service, with assistance dispatched where required.”

Meanwhile, the OPP said in its initial social media post about the outage: “OPP has received reports of intermittent 911 outages in parts of the province. The public is urged to call the OPP non-emergency line at 1-888-310-1122, which remains in service, if they are unable to call 911 and require emergency police services.”
