The Boston Celtics aren't done.
A look at the specific breakdown of their roster about a week into free agency makes that much very clear.
Brad Stevens and company are going to have to make at least two more signings -- or at least it's safe to say that they very likely will do so.
And there's a very specific reason why.

Why the Celtics aren't done in free agency
The Celtics currently only have one player on a two-way contract.
Teams are allowed to have up to three guys on such deals.
And while Boston could conceptually find ways of moving things around to get someone on a two-way that isn't a current free agent, the most logical path forward is to use available players to fill those spots.
According to Hoops Rumors, Amari Williams is the only Celtic currently signed to a two-way deal.

Two-way contracts are a valuable asset to teams in the modern NBA, really for two reasons.
For one, they simply add more depth. These players can be in the NBA for a chunk of the season, which allows a team to mix and match when their lineup is thin and they need some extra help up with the big club. Otherwise, the players spend time in the G League.
It's also a solid developmental tool. A player on a two-way deal gets ample playing time in the G League while also learning what it's like to be more of a role player in the NBA.
Not every two-way contract works out, but since the NBA implemented them, they've been a solid success story. Expect the Celtics to move to fill their two two-way openings in the weeks and months ahead.
