NFL analyst underwhelmed by Colts' offseason moves

With free agency and the NFL draft behind us, CBS Sports' Tyler Sullivan handed out cumulative offseason grades for each team in the AFC. Although the Indianapolis Colts were active, Sullivan wasn't blown away by the moves GM Chris Ballard made.

Although the priority for the Colts this offseason was re-signing Daniel Jones and Alec Pierce, there was quite a bit of roster turnover that took place around those two.
Michael Pittman, Zaire Franklin, and Kenny Moore are now no longer with the team. Several other contributors from past seasons are playing elsewhere as well.
Ballard would also make 10 outside additions during the free agency period, along with adding 20 first-year players between the draft and undrafted free agency.

Sullivan seems to be largely unimpressed by these moves, giving the Colts a C+. Only the Jaguars and Dolphins received a lower grade, while the Steelers also received a C+.
"While it was important to retain Jones and Pierce, it's hard to make a clear-cut case that Indy got better this offseason," wrote Sullivan.
To Sullivan's point, that is the biggest critique of the Colts' offseason up to this point. For a team that has to make the playoffs this season, we do not know how much they've actually improved this offseason.
A lot of moves have been made, but whether or not they were the right ones won't be known until the regular season arrives. Jones regaining his previous form prior to injury is largely what the Colts are banking on.
