The Government of India has officially set the wheels in motion for Census 2027, marking a historic transition from traditional pen-and-paper methods to a fully digital infrastructure. This massive administrative exercise, involving millions of officials and a multi-crore budget, is designed to create a precise data-map of the nation’s growth.
The first phase, known as the Houselisting and Housing Census, is currently underway. Unlike the population count, which records individual demographics, this stage focuses on the quality of life, infrastructure, and amenities available to every household across the country.

Architecture of Phase 1
This phase serves as the foundation for all government policy-making for the next decade. By identifying the living conditions of 1.4 billion people, the state can better allocate resources for housing, sanitation, and digital connectivity.
Digital shift: For the first time, nearly 30 lakh enumerators will use a dedicated mobile application to record data in real-time, replacing the bulky paper registers of the past.
Scope: Every single structure—residential, commercial, or mixed-use—is identified, numbered and mapped.
Objective: To collect granular data on 31 specific parameters, ranging from building materials to the primary cereal consumed by the family.

Self-Enumeration innovation
A standout feature of Census 2027 is the Self-Enumeration (SE) facility. This is a secure digital window that allows citizens to take charge of their own data entry before an official arrives.
How it works: Residents visit the official portal (se.census.gov.in) and log in via a mobile OTP.
Process: You fill in your household details and mark your home’s location on a digital map.
SE ID: Upon completion, the system generates a unique 16-digit SE ID.
Handover: When the official enumerator visits your home during the scheduled period, you simply provide this ID. They will sync the data on their device, verify it with you, and complete the visit in minutes.

Security, privacy and confidentiality
With the shift to a digital platform, the government has reinforced the legal and technical safeguards protecting citizen data.
Strict confidentiality: Under Section 15 of the Census Act, 1948, all individual data is strictly confidential. It cannot be used as evidence in a court of law or shared with any other government department, including Tax or Police.
Non-disclosure: Census data is immune to the RTI (Right to Information) Act. Only "aggregated" data (e.g., the percentage of a district with tap water) is ever made public.
Data integrity: The system uses end-to-end encryption. All enumerators are authenticated, and data is stored in secure, sovereign data centers to prevent leaks or unauthorised access.
